Program Terms

Illinois Solar For All (ILSFA) provides income-eligible Illinois homeowners access to residential solar energy under the Climate & Equitable Jobs Act (CEJA), Public Act 102-0662 (20 ILCS 3855/1-56), administered by the Illinois Power Agency (IPA). The official program website is illinoissfa.com.

Participation requires: property located in a qualifying Illinois county; residential property classification; and satisfaction of income eligibility criteria based on census-tract data or CEJST disadvantaged-community designation. Eligibility is verified using public records; final eligibility is confirmed by an ILSFA-registered vendor during the on-site assessment.

By submitting an application you confirm the information provided is accurate. Submitting false or misleading information may result in denial of participation.

There are no fees to participate. Program costs are covered through state program funding. Be alert to anyone requesting payment to enroll — report suspected fraud to the Illinois Attorney General's office.

By applying you authorize ILSFA program staff and registered vendors to contact you by phone, text, or email regarding your application and enrollment. You may withdraw consent by contacting the program hotline.

A licensed ILSFA-registered installer performs a no-cost assessment before final enrollment. This assessment confirms roof suitability and completes income verification.

System design, permitting, and installation are scheduled upon mutual agreement. Installation timeline may vary based on permitting and contractor availability.

Program terms regarding system ownership, warranties, and ongoing maintenance obligations will be provided in the vendor disclosure form before installation.

Excess solar production credits are governed by Illinois Commerce Commission rules and your utility's net metering tariff.
